Slough: The North West Quadrant Plan and What It Could Mean for Local Independents

A £640m scheme for Slough town centre has gone to planning. Here is what is proposed for shops, cafés and workspaces, and what has not been decided.

Slough's independents include accountants, engineers, heating firms, cafés and dessert bars. A major regeneration scheme in the town centre could change the neighbourhood around them.

The scheme

Construction Enquirer reported on 2 June 2026 that Muse and Homes England had submitted a planning application for the North West Quadrant, a £640m scheme on the 3.6-hectare former Thames Valley University site. Homes England bought the site from Slough Borough Council in 2023.

What is proposed

  • About 1,500 homes over the next decade
  • A 250,000 sq ft office building
  • 45,000 sq ft of retail and leisure space
  • A nursery for 100 children and a community events venue
  • Public realm improvements

The first phase would include 798 rented homes and about 800 sq m of ground-floor commercial space, including a gym and a café, plus 240 sq m of retail.

What has not been decided

The article reports no planning decision. Nothing about the shops or tenants is confirmed, so independents should watch the planning process rather than assume space will be available.
