Big housing numbers are easier to understand when you can place them on a map. Two areas stand out in the public documents for Liverpool City Region.
North Liverpool Docks
Homes England's Place Delivery Agreement for 2026 to 2027 refers to a proposed Mayoral Development Corporation for North Liverpool Docks, with around 17,000 homes. The Combined Authority's January 2026 announcement proposed that the first Mayoral Development Area would cover the North Docks area of Liverpool. Liverpool's draft Local Plan, now consulted on, names North Liverpool, North Docks, Ten Streets, Pumpfields and Limekilns, and Festival Gardens among its main growth areas and prioritises previously developed land.
Central Station Gateway
The same agreement describes Central Station Gateway as an 86-acre area with around 4,300 homes. It is listed with North Docks under "large-scale projects" as one of two headline schemes, alongside the wider housing and regeneration pipeline that the Mayor approved in January 2026.
How the work is organised
The agreement sets up a Joint Delivery Unit combining staff from the Combined Authority, Homes England and the National Housing Bank, with quarterly senior sponsor meetings and a shared performance framework. It runs for an initial three years, subject to annual review, and either party can end it with at least 90 days' written notice.
Status to keep in mind
These are plans, not completed homes. The development corporation is proposed, the Local Plan is a draft (the consultation closed on 30 September 2026, according to one local guide), and the agreement describes itself as not legally binding apart from confidentiality and freedom of information clauses.
Why it is a useful case study
A place strategy ties land, funding, planning and delivery into one framework. For anyone studying capital, strategy and leadership, North Docks and Central Station Gateway show what that looks like at city scale, and how much depends on who is accountable for delivery.
