Cultural Capital Ltd's editorial work looks at how capital moves through the social housing estate, with a focus on Liverpool. Three ingredients keep coming up in the public record: capital, strategy and leadership.
1. Capital
Where the money comes from and on what terms. In social housing it is mostly grant and debt, as explained in our article on the National Housing Bank. Liverpool City Region's pipeline illustrates the scale: 310 sites and 64,044 homes, with about £700m awarded and roughly £1bn still needed for 139 projects, according to the Combined Authority.
2. Strategy
Where and what to build, and in what order. Liverpool's draft Local Plan, its housing strategy and the North Docks and Central Station Gateway proposals are strategies in this sense. They convert a funding need into sites, tenures and timetables.
3. Leadership
Who is accountable for turning plans into homes. Boards, councils, a proposed Mayoral Development Corporation and a Joint Delivery Unit are leadership structures. The regulator's governance standard shows how much weight is put on boards understanding risk, liquidity and covenants.
How they interact
- Capital without strategy has no destination.
- Strategy without capital stays on paper.
- Both without leadership drift, slip and overrun.
The venture capital angle, honestly stated
Venture capital is early-stage equity in high-growth businesses, held for years, and investors look hard at the leadership team. Most social housing is not that kind of asset. Venture-style interest is more plausible in the businesses that support housing, such as construction technology and skills. The Place Delivery Agreement itself highlights skills, capacity and industrialised construction. Read our article on venture capital for the basics.
